1) Yes, I am logged in as student.
2) No, I do not have any custom code.
3) No, I did not set Max Recipient as 1.Changing point 3 makes the feature work and resolves my issue. Why is this?

Users in same role can still see user names in same role even though they are blocked to message each other. Users who are blocked to another role should not be able to see users in that role in autosuggestion/autofill feature.
